I wouldn't advise it! Numbing cream doesn't really work, because it only affects the first layer of skin - a piercing needle has to go through several. Any reputable piercer will clean the inside and outside of your nose (including any cream that you might have put up there), before they introduce any metal implements. I honestly think the needle and then the jewelry will be through so fast you won’t need it.
Your piercer makes bank on navels, tongues, and yes: nostrils. This is a very common (but lovely!) piercing. I’m contemplating one myself. Anyway, you have no idea how many noses have been beautified by your piercer before you meet them. Expect your eye on that side to water. That’s not crying, it’s because human facial nerves are weird.
